RESOLUTION NO. 627 24
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO GOING HOME
HAWAPI FOR ITS HAWAIJ COUNTY SEQUENTIAL INTERCEPT MODEL
REPORT.
WHEREAS, Going Home Hawaii is a 501 (c)(3) nonprofit organization created to assist
justice -involved men, women, and youth with reintegration into community life through
employment, education, housing, and appropriate services; and
WHEREAS, the "Sequential Intercept Model" (SIM) is a tool developed by the
Substance Abuse and Mental Health Services Administration to understand the landscape of
behavioral health and justice systems and details how individuals with behavioral health and
substance use disorders move through the criminal justice system; and
WHEREAS, the SIM is supported by local organizations focusing on behavioral health
and justice transformation, which includes Going Home Hawai'i Consortium; and
WHEREAS, Going Home Hawaii is requesting funds to assist with consulting fees for
in -person meetings and information gathering in Kona and Hilo; interviews, site visits, formal
presentation of findings and reports; publishing the final report; and food and refreshments for
meeting attendees; and
WHEREAS, one of the goals of the Office of the Prosecuting Attorney is to improve the
criminal justice system by identifying areas of need and working collaboratively with other
criminal justice agencies and the community; and
WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAIII that
Contingency Relief funds from Council District 3 will be appropriated to the Office of the
Prosecuting Attorney to provide a grant to Going Home Hawaii for expenses related to its
Hawaii County Sequential Intercept Model Report.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
