HomeMy WebLinkAboutRES 623 Draft 01 2022-2024 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE NORTH HAWAI‘I HERITAGE FOUNDATION FOR THE 2024 HĀMĀKUA SUGAR DAYS FESTIVAL. WHEREAS, the Honoka‘a Heritage Center (HHC) is a subordinated unit of the North Hawai‘i Heritage Foundation, a 501(c)(3) nonprofit organization; and WHEREAS, the North Hawai‘i Heritage Foundation was established in 2021 to house the relocated HHC, whose mission is to collect, research, preserve, celebrate, and teach the history and heritage of the people and cultures of North Hawai‘i; and WHEREAS, HHC will commemorate the 30th anniversary of the closing of the last local sugar plantation at the 2024 Hāmākua Sugar Days Festival. The festival will celebrate the lifestyle, culture, and traditions of the Hāmākua sugar plantation workers and their families and honor the sugar plantation’s history, and its legacy of an industry that shaped the Hāmākua region and its people; and WHEREAS, this unique and enriching experience scheduled for October 5 – 20, 2024, will showcase and celebrate the multi-cultural diversity of the community while providing educational and authentic experiences for attendees, and contributing to the economy for the region; and WHEREAS, the North Hawai‘i Heritage Foundation is requesting funds for security services, audio, visual and communication equipment, a bandstand, tables, chairs, tents, and portable lua; and WHEREAS, one of the goals of the Department of Parks and Recreation is to provide events and activities that address the needs and interests of our diverse communities; and WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 1 will be appropriated to the Department of Parks and Recreation to provide a grant to the North Hawai‘i Heritage Foundation for the 2024 Hāmākua Sugar Days Festival. BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below: FUND: General       AMOUNT OF APPROPRIATION:  $7,500       OUT AND FROM:    010.101.5101.91 Clerk-Council SVC – Contingency Relief $7,500      CREDITED TO:    010.500.5503.02 Department of Parks and Recreation $7,500   P&R Admin OCE    115 Misc. Contract Services    (North Hawai‘i Heritage Foundation – 2024 Hāmākua Sugar Days Festival)    BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Parks and Recreation and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
