Dear Chairman Arakaki and Council Members:
Pursuant to Section 3-12 of the Hawaii County Charter, I am returning Bill 219
(Draft 4) to you without my signature.
The Bill freezes the salaries of employees outside of the Civil Service system.
Coupled with the regular pay increases that you have approved for Civil Service
employees, the freeze further exacerbates the discrepancy between County
executives and the more highly paid middle management Civil Service
employees.
Under the existing pay plan, at least those individuals in the Civil Service system
who accepted executive positions were allowed to retain their existing salaries.
By "sunsetting" this clause, you may have crippled the ability of the next
administration to obtain the most experienced and qualified individuals from
within the Civil Service ranks for executive positions.
We cannot assume that the next Mayor will be able to recruit qualified people for
leadership departmental positions to work for less than their subordinates.
The pay scale imbalance that you have created in order to save a small amount
of money is detrimental to both the morale and efficiency of County departments.
I have strong reservations about this measure, but will allow it to become law
without my signature.
