No. 884/Bill No. 165 PLACE: Council Chambers Hilo, Hawai`i TIME: 1:00 p.m. Council Chair and Members Hawaii County Council Hilo, Hawai`i 96720 Your Policy Committee on Infrastructure and Assets, to which was referred Bill No. 165, reports as follows: Bill No. 165, transmitted by Council Member Cindy Evans via Communication No. 884, dated May 7, 2024, amends Chapter 24, Article 10 of the Hawaii County Code 1983 (2016 Edition, as Amended), Relating to Parking. This bill seeks to change the County Building parking lot located at 25 Aupuni Street in Hilo from a two-hour metered parking zone to a two-hour parking area. This bill was previously heard and postponed on June 4 and 18, 2024, and July 23, 2024. Policy Committee on Infrastructure and Assets Meeting of June 4, 2024 There was a motion to postpone by Committee Member Heather Kimball with a second by Committee Member Ashley Kierkiewicz to the next meeting scheduled for June 18, 2024, and approved with 8 ayes and Committee Member Evans excused. Policy Committee on Infrastructure and Assets Meeting of June 18, 2024 Committee Member Evans expressed wanting to make the parking situation consistent across the facilities. Committee Member Jennifer Kagiwada felt this was not necessary since it does not appear problematic, and Director Pause had no opinion one way or another. Director Pause explained there are other metered parking areas in downtown Hilo which keeps our parking monitor busy, especially with the increased construction activity at our facilities. He stated there is more research needed as we also consider a maintenance plan. Director Pause requested a month to gather more information. He also remarked that he is investigating charging stations with the State Department of Transportation so there is a lot more to this parking issue than just meters in this particular lot. Committee Member Kagiwada requested information on the costs of labor increase for the parking monitor. PCIA Report No. 13 PCIA-13 Page 2 September 3,2024 There was a motion to postpone by Committee Member Evans with a second by Committee Member Rebecca Villegas to the meeting on July 23, 2024, and approved with 8 ayes and Committee Member Matt Kaneali`i-Kleinfelder excused. Policy Committee on Infrastructure and Assets Meeting of July 23,2024 Director Pause presented an overview of Communication 884.1, dated July 22, 2024. Committee Member Jennifer Kagiwada stated she cannot agree to making laws without enforcement. She also entertained the possibility of other people visiting other places of business in the surrounding area and taking up parking spaces. With only one parking attendant in Hilo, it would be virtually impossible for the attendant to monitor and enforce the 2-hour limit. Committee Member Evans questioned the option of covering the meters instead of pulling them out as a pilot program. • Chair Lee Loy stated the intent of this is to modernize the parking system and she would like to see more tailoring for this bill. A motion to postpone to September 3, 2024, was made with all members in agreement. Policy Committee on Infrastructure and Assets Meeting of September 3,2024 Committee Member Evans offered an amendment via Communication 884.2 to extend the effective date and give the Department of Public Works enough time to plan for implementation in January of 2025. All members present were in agreement. Committee Member Kagiwada stated she had concerns about being able to enforce the time limit fairly and consistently. Committee Member Heather Kimball suggested a pilot program and covering the meters instead of removing them. Chair Lee Loy supports civic-minded visitors to the building and not having to charge for parking.
