Subject: 3rd draft Short Term Rental Bill
With regards to 3rd draft Bill 121, 1 have many questions about the parking requirements. It states that
(from Hawaii county zoning code)- Dwellings, single-family and double family or duplex that are occupied
for less than 180 days: ONE space per EACH rented bedroom in addition to one space for the dwelling
unit if rooms in the dwelling unit are rented individually, or TWO spaces if the dwelling unit is rented as a
whole. How many hosted or operator hosted owners of rentals provide TWO spaces per bedroom of
NON -off-street parking? This previously was only a requirement of previously registered Short term
rentals. Will we qualify for a NUC?
Is someone going to enforce whether or not, long term landlords provide adequate parking? Dwellings,
single family and double family or duplex: two for each dwelling unit.
I know of many neighborhoods where only one parking spot on site is provided per rental unit, hence the
crowded street parking problem.
Many people who rent short term, such as families with kids, use one car per trip and rent two bedrooms.
The majority of people visiting utilize one car per family/ group to save money. Airbnb requires ONE space
per rental. I think that is fair.
Hawaii county and the rest of Hawaii are really pushing us to be long term landlords by allowing private
property owners to build ADU's on their property. Who is going to enforce, the two space per dwelling
unit rule? If you have it for one group, and it is written in the Hawaii County zoning code, and you want to
enforce it for another group, please be fair and enforce it for EVERYONE.
