J�t-4 OF. <br />COUNTY OF HAWAI`I <br />�TE•oF•N►.� <br />ORDINANCE NO. <br />STATE OF HAWAI`I <br />BILL NO. 203 <br />AN ORDINANCE AMENDING THE PARKS AND RECREATIONAL FACILITY <br />SCHEDULE, CHAPTER 15, ARTICLE 8, SECTION 15-68.1, OF THE HAWAI`I <br />COUNTY CODE 1983 (2016 EDITION, AS AMENDED), BY NAMING THE <br />BALLFIELDS AT WILLIAM "BILLY" KENOI DISTRICT PARK THE "HOWARD <br />SANORIA BALLFIELDS" IN HONOR OF HOWARD FERNANDO SANORIA. <br />BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAI`I: <br />SECTION 1. Purpose. The purpose of this ordinance is to name the ballfields located <br />within William "Billy" Kenoi District Park, located in Pahoa, District of Puna, Island, County, <br />and State of Hawaii, in honor of community advocate and role model, Howard Fernando <br />Sanoria. <br />Howard Fernando Sanoria was born on May 30, 1915 in Puna. He started his lifelong <br />passion for sports and coaching in the 1940s with youth baseball before becoming the boys' <br />baseball and girls' softball coach at Pahoa High School. From tee -ball to the County Parks and <br />Recreation adult softball teams, Mr. Sanoria loved coaching. When he wasn't coaching, he <br />volunteered as a Little League umpire and a timekeeper for basketball games at Pahoa High <br />School. <br />On May 1, 1993, Mr. Sanoria was proclaimed "Mr. Baseball" by then -Councilwoman <br />Helene Hale at a Little League game held at the Pahoa High School ballfield, where he threw the <br />first pitch of the game. <br />Mr. Sanoria was a devoted community member who understood the value of sports as a <br />healthy and positive influence to keep young people out of trouble. He consistently demonstrated <br />the principles of fair competition and sportsmanship for generations of young athletes across <br />Puna. Many former players under Mr. Sanoria credit him with raising awareness of Title IX and <br />the need to ensure proper access to sports for girls. While he worked as a gas station attendant, <br />Mr. Sanoria always dedicated his time and mana`o to Puna's growing athletes, and made sure <br />that they were prepared and equipped to safely enjoy and succeed in sports. <br />Mr. Sanoria passed away in his hometown of Pahoa on August 10, 1996, at the age of 81. <br />He is remembered by his family, friends, former players, and community for his legacy as a <br />selfless sports mentor and coach. <br />SECTION 2. Pursuant to chapter 15, article 8, section 15-67(a)(2)(C) of the Hawaii <br />County Code 1983 (2016 Edition, as amended), which establishes requirements for naming <br />County parks and recreation facilities for a person who has "contributed significantly to the <br />
