RESOLUTION NO. 64G 2
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO SUPPORT THE
2024 HAWAI`I ISLAND VETERANS DAY PARADE.
WHEREAS, Big Island Resource Conservation and Development Council (BIRCDC) is
a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural environment
of Hawaii Island through the sponsorship of festivals, programs, and special events unique to
this island; and
WHEREAS, the Hawaii Island Veterans Day Parade brings members of the community
together to express their gratitude and appreciation as they celebrate service members for their
sacrifice for our nation; and
WHEREAS, BIRCDC is the fiscal sponsor of the 2024 Hawaii Island Veterans Day
Parade, which will be held in downtown Hilo on Saturday, November 9, 2024, beginning at
10:00 a.m.; and
WHEREAS, BIRCDC is requesting funds for special -duty police officers for the 2024
Hawaii Island Veterans Day Parade; and
WHEREAS, the Department of Liquor Control supports organizations that promote
family -friendly events and activities in a drug -free and alcohol -free environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii. County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District 3 will be appropriated to the Department of
Liquor Control to provide a grant to BIRCDC to support the 2024 Hawaii Island Veterans Day
Parade.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
