COUNTY OF HAWAII :. STATE OF HAWAI'I <br /> •RESOLUTION NO. 630 24 <br /> (DRAFT 2) <br /> A RESOLUTION APPROVING THE HAWAI`I COUNTY COUNCIL LEGISLATIVE <br /> PROPOSALS AND PRIORITIES TO BE CONSIDERED FOR INCLUSION IN THE <br /> 2025 HAWAI'I STATE ASSOCIATION OF COUNTIES LEGISLATIVE PACKAGE. <br /> WHEREAS, in October 2024,the Hawai`i State Association of Counties ("HSAC") <br /> Executive Committee will evaluate legislative proposals and priorities from each county for <br /> inclusion in the 2025 HSAC Legislative Package that will be presented to the Hawai`i State <br /> Legislature when it convenes in January 2025; and <br /> WHEREAS, each proposal and priority must be approved by an HSAC member county <br /> prior to consideration by the HSAC Executive Committee; and <br /> WHEREAS, timely action is necessary for Hawai`i County Council to approve proposals <br /> and priorities to be considered for the 2025 HSAC package; and <br /> WHEREAS, legislative proposals submitted by Hawai`i County Council are listed below <br /> and copies attached hereto as Exhibit A: <br /> 1. A draft bill to repeal the preemption of local authority to regulate tobacco products; <br /> 2. A draft bill to allow the counties to request a State land use boundary amendment <br /> from the agricultural to rural districts for small, contiguous parcels; <br /> 3. A draft bill to require denitrification in individual wastewater systems under certain <br /> conditions; <br /> 4. A draft bill to regulate midwife licensure; <br /> 5. A draft bill to advance the mandated timeline and provide for more resources and <br /> funding for cesspool conversions; <br /> 6. A draft bill to extend the county surcharge of the general excise tax until 2040; and <br /> 7. A draft bill to further regulate agricultural tourism; and <br /> WHEREAS, legislative priorities submitted by the Hawai`i County Council are listed <br /> below: <br /> 1. Legislation related to increasing funds for emergency preparedness, evacuation <br /> routes, notification systems, and community-level emergency planning; <br /> 2. Legislation related to lowering the cost and expanding the availability of insurance <br /> for homeowners and businesses; <br /> 3. Legislation related to workforce development, particularly for green jobs and county <br /> government positions; <br /> 4. Legislation related to expanding access to midwifery licensure and increasing <br /> accessibility for reproductive healthcare access, especially in rural areas; <br /> 5. Legislation related to responsible game management of wild ungulates; <br />
