A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO ALANUI ʻO KAʻŪ FOR
ITS RARE AND ENDANGERED NATIVE PLANT EDUCATION PROJECT.
WHEREAS, Alanui ʻO Kaʻū is a 501(c)(3) nonprofit organization that serves Hawai‘i Island by fostering an appreciation of the history of Kaʻū, improving the economic vitality through
community-based projects, planning and education, and serving the needs of the community through enrichment programs and projects that promote well-being, health, safety, art, and culture;
and
WHEREAS, according to the Department of Land and Natural Resources (DLNR), nearly 90 percent of Hawai‘i’s native plants are found nowhere else in the world, and Hawaiʻi is often referred
to as the “endangered species capital of the world” with 366 of the Hawaiian plant taxa listed by Federal and State agencies as endangered or threatened and another 48 species proposed
as endangered; and
WHEREAS, Ka‘ū is home to an amazing variety of native plants, and Alanui ʻO Kaʻū actively works in partnership with DLNR to help prevent the extinction of native plants and provide for
their recovery through integrated, on-site propagation at the Na‘ohulelua Historical Garden in Nā‘ālehu; and
WHEREAS, Alanui ʻO Kaʻū would like to conduct classes and tours at the Na‘ohulelua Historical Garden to provide education and information to the community about rare, endangered, and
endemic Hawaiian plants; and
WHEREAS, Alanui ʻO Kaʻū is requesting funds to assist with expenses for creating and printing class materials, rental of grading and compacting equipment, and to purchase meals for volunteers,
soil, plants, mulch, and other garden supplies for this project; and
WHEREAS, the Department of Research and Development supports the development of a robust, diversified agricultural sector to achieve sustainability; and
WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 6 will be appropriated to the Department of Research and Development to provide
a grant to Alanui ʻO Kaʻū for its Rare and Endangered Native Plant Education Project.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:
