HomeMy WebLinkAboutRES 658 Draft 01 2022-2024A RESOLUTION TO AMEND RESOLUTION NO. 464-24 TO ADD THE EMERGENCY SOLUTIONS GRANT PROGRAM TO THE 2024 COUNTY OF HAWAIʻI ANNUAL ACTION PLAN TO BE SUBMITTED TO THE UNITED STATES DEPARTMENT
OF HOUSING AND URBAN DEVELOPMENT AND TO MODIFY THE AUTHORIZATION TO EXECUTE AGREEMENTS.
WHEREAS, Resolution No. 464-24, adopted on April 17, 2024, in accordance with Section 46-7, Hawai‘i Revised Statutes, authorized the Mayor of the County of Hawaiʻi to execute, on behalf
of the County, an agreement and related documents with the United States Department of Housing and Urban Development and the State of Hawai‘i, Hawai‘i Housing Finance and Development
Corporation for the 2024 Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Housing Trust Fund (HTF) Programs; and
WHEREAS, after the adoption of Resolution No. 464-24, funds from the Emergency Solutions Grants (ESG) Program were offered directly to the County of Hawai‘i, and the Office of Housing
and Community Development (OHCD) is requesting that the ESG Program be included in the 2024 County of Hawaiʻi Action Plan; and
WHEREAS, the ESG Program provides funding for street outreach, emergency shelters, homelessness prevention, rapid re-housing assistance, and data collection through the Homeless Management
Information System in the County of Hawai‘i; and
WHEREAS, Resolution No. 464-24 also authorized the Mayor of the County of Hawaiʻi or, in his absence, the Acting Mayor or authorized representative to execute and submit the 2024 County
of Hawai‘i Action Plan and all other related documents, and that the Mayor or his authorized representative is designated to act as the representative of the County; and
WHEREAS, the OHCD is requesting that authorization to execute agreements be granted exclusively to the Mayor of the County of Hawaiʻi, as the certifying official; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that in accordance with Section 46-7, Hawaiʻi Revised Statutes, that the Mayor of the
County of Hawaiʻi is authorized to execute, on behalf of the County, agreements and related documents with the United States Department of Housing and Urban Development and the State
of Hawai‘i, Hawai‘i Housing Finance and Development Corporation for the 2024 CDBG, HOME, HTF, and ESG funds.
BE IT FURTHER RESOLVED the Emergency Solutions Grant Program is hereby incorporated into the 2024 County of Hawai‘i Action Plan, which was adopted and approved by Resolution No. 464-24,
and that the Mayor of the County of Hawaiʻi, as the certifying official, is hereby authorized to execute and submit the 2024 Action Plan and all other related documents necessary to
process the CDBG, HOME, HTF, and ESG Programs to the United States Department of Housing and Urban Development.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Office of the Management, the Office of Housing and Community Development, and the Department
of Finance.
