RE: SUPPORT for Bill 123 (Draft 5), Relating to Ohana Dwelling Units
Aloha Chair Kimball, Vice Chair Inaba, and Council Members,
On behalf of Hawaii YIMBY, I'm writing to support Bill 123 (Draft 5), which would redefine
Ohana Dwelling Units to Additional Dwelling Units (ADU) and chart a path forward to
creating more housing for local families. ADUs are a critical type of housing to ensure we
can promote more housing supply where housing already exists, increase the diversity of
housing units, and prevent further sprawl into conservation areas.
Solving our housing crisis demands a multifaceted approach, and policies that legalize the
types of housing we desperately want and need can really make a difference. This bill will
allow up to three ADUs in certain districts where homes currently exist, while ensuring
vital infrastructure requirements are met, and ADUs are built in a way that gently adds
density by requiring reasonable height, size and other building limits.
We also support streamlining permitting processes related to building more housing. This
bill would remove a redundant application process for homeowners who want to build an
ADU for their family, friends or future generations. If we want to keep generations of local
families in Hawaii, we need to let them build the housing that they need.
