No. 630-24 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawaii <br /> TIME: 1:00 P.M. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Governmental Operations and External Affairs, to which was referred <br /> Resolution No. 630-24, reports as follows: <br /> Resolution No. 630-24, introduced by Council Member Heather L. Kimball via Communication <br /> No. 1043, dated September 6, 2024, approves the Hawaii County Legislative Proposals and <br /> Priorities to be considered for inclusion in the 2025 Hawaii State Association of Counties <br /> Legislative Package. <br /> This resolution includes proposals relating to the regulation of tobacco products, State land use <br /> boundary amendments, denitrification in individual wastewater systems, and regulating midwife <br /> licensures, and 10 policy priorities relating to: (1) increasing funds for emergency preparedness; <br /> (2) extending the County surcharge of general excise tax; (3) lowering the cost and expanding <br /> the availability of insurance for homeowners and businesses; (4) advancing the timeline and <br /> providing more funding for cesspool conversions; (5) workforce development; (6)regulating <br /> agricultural tourism; (7) expanding access to midwifery licensures; (8) game management of <br /> wild ungulates; (9)promoting producer responsibility for solid waste; and(10)prioritizing and <br /> promoting safe routes to school. <br /> Member Kimball moved to amend the resolution with the contents of Communication <br /> No. 1043.2 and explained the provisions contained in the amendment. <br /> Hawaii County Mass Transit Administrator Victor Kandle was present in the Hilo Chambers to <br /> provide comment on and answer questions about the amendment, specifically regarding the <br /> legislative proposal submitted by the Hawaii County Council to extend the county surcharge of <br /> the general excise tax until 2040, with respect to the Mass Transit Agency. <br /> The committee passed the motion unanimously. <br /> Council Member Ashley L. Kierkiewicz moved to amend the resolution with the contents of <br /> Communication No. 1043.1 and explained the provisions contained within the amendment. <br /> The committee passed the motion unanimously. <br /> GOEAC Report No. 160 <br />
