Your Committee on Finance, to which was referred Resolution No. 614-24, reports as follows:
Resolution No. 614-24, transmitted by Director of Finance Diane Nakagawa via Communication
No. 1020, dated August 28, 2024, authorizes the Mayor to enter into an agreement with the Federal
Emergency Management Agency pursuant to Hawai`i Revised Statutes Section 46-7, for a grant to the
Hawaii Fire Department.
This resolution allows for the receipt of$488,722.63 in federally-derived funds, which would be used
to establish a Hazard Zone Incident Command and a Control Training Program to provide safe,
effective, and efficient emergency response operations.
Battalion Chief Patrick Springer from the Hawai`i Fire Department Training Branch provided a brief
overview of the program and the department's goals with using the funds.
Committee Member Ashley Kierkiewicz voiced support of the measure.
Pursuant to Hawaii Revised Statutes Section 46-7, the Mayor of the County of Hawai`i is authorized to
execute, on behalf of the County, an agreement and related documents with the Federal Emergency
Management Agency for grant funds as described above.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 614-24, and
recommends its adoption.
