Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution
No. 611-24, reports as follows:
Resolution No. 611-24, transmitted by Finance Director Diane Nakagawa, via Communication
No. 1017, dated August 28, 2024, authorizes the Director of Finance to negotiate a sixty-five year
lease with the Housing and Land Enterprise of Hawai`i County, dba: Hale 0 Hawai`i for the
purpose of development and construction of a below market rate single-family home on Tax Map
Key: 2-4-051:094 for a community land trust program at a set lease amount of$10.00 per year.
Allows for Hale 0 Hawai`i to finance, construct, and sell a below market rate home on state lands,
subject to affordability restrictions, to an eligible purchaser for affordable housing and shelter
purposes.
Assistant Housing Administrator Harry Yada and Hale 0 Hawai`i Executive Director
Loretta Wickenden were present. Mr. Yada and Ms. Wickenden gave an overview and current status
of the project.
Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and intent
of Resolution No. 611-24, and recommends its adoption.
