HomeMy WebLinkAboutRES 566 Draft 01 2022-2024A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO KUʻIKAHI MEDIATION CENTER INC. FOR ITS BASIC MEDIATION TRAINING FOR VOLUNTEERS. WHEREAS, Kuʻikahi Mediation Center Inc. is a 501(c)(3) nonprofit organization whose mission is to empower individuals, organizations, and communities to manage conflict through its mediation, facilitation, and education services; and WHEREAS, Kuʻikahi Mediation Center Inc. offers mediation, facilitation, and training to enhance the capabilities of diverse individuals and groups in resolving interpersonal and community disputes; and WHEREAS, the community mediation services provided by Kuʻikahi Mediation Center Inc. offer a vital alternative to litigation, particularly benefiting economically disadvantaged populations who lack access to legal representation and face challenges navigating the legal system as unrepresented litigants; and WHEREAS, mediation is a self-empowering, cost-effective, and flexible process that ensure parties retain control over the outcome, leading to enduring resolutions; and WHEREAS, in the 2022-2023 fiscal year, Kuʻikahi Mediation Center Inc. served 896 clients across 406 closed cases, with 32 professionally trained volunteer mediators and apprentices donating over 1,531 hours of mediation services and participating in free, in-house continuing education activities offered by the center; and WHEREAS, Kuʻikahi Mediation Center Inc. will conduct a 4-day Basic Mediation Training in Hilo that will be held within the first few months in 2025, to ensure the recruitment and retention of skilled volunteer mediators capable of assisting clients in various life-impacting situations; and WHEREAS, the Kuʻikahi Mediation Center Inc. is requesting funds to cover professional fees and travel and hotel accommodations for the basic mediation trainer traveling from Maui; and WHEREAS, the Office of the Prosecuting Attorney supports identifying areas of need within the community and working collaboratively with nonprofits to address these needs and implement solutions; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 4 will be appropriated to the Office of the Prosecuting Attorney to provide a grant to the Kuʻikahi Mediation Center Inc. to assist with expenses relating to its Basic Mediation Training for Volunteer Recruitment and Retention. BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below: FUND: General       AMOUNT OF APPROPRIATION:  $5,000       OUT AND FROM:    010.101.5101.91 Clerk-Council SVC – Contingency Relief $5,000      CREDITED TO:    010.271.5271.02 Office of the Prosecuting Attorney Prosecuting Atty OCE 115 Misc.
