Re: Resolution Authorizing Mayor to Enter into Agreement
Enclosed is a resolution authorizing the Mayor to enter into an agreement with
the State Department of the Attorney General for a Victim of Crime Act Grant.
The department would like this resolution to be heard at the Hawaii County
Council meeting to be held on March 22, 2000.

RE: Information about the Victim of Crime Act Grant
The U.S. Department of Justice, Office of Justice Programs,
Office for Victims of Crime administers the Victims of Crime
Act Crime Victim Assistance Grant Program. Federal fines are
collected and dispensed to the states according to a base
amount plus population formula.
The governor designated the Department of the Attorney General
to be the VOCA administrator for the State of Hawaii. The
Crime Prevention and Justice Administration Division of the
AG's Office directly monitors distribution and compliance for
the State.
The VOCA funds are specifically earmarked for services to
victims of crime. The Prosecutor's Offices of each county
receive a grant and in turn sub-grant a portion to eligible
agencies for services to victims of certain crimes: sexual
assault, domestic violence, Child abuse and homicide. A small
percentage of the state grant is held by the AG's Office for
administrative purposes.
Hawaii County Prosecutor's Office has received VOCA funds since
1987. A minimum of 30$ (usually more than 90$) of our grant is
subgranted to other agencies. Our portion of the grant is used
for salaries and fringes for three employees, operating
expenses for the Victim Assistance Program, and over the years
for things such as forensic exams, replacing doors, clean-up of
crime scenes, restraining orders, airfare to enable victims to
participate in parole board hearings, gas money for victims to
attend court and/or interviews with Program staff, travel for
staff to attend training or to bring national trainers here,
emergency food, shelter, and safety relocation, brochures,
books and printed material for victims. we are also in the
process of purchasing phone equipment with VOCA funds to allow
communication with hearing impaired victims.
The amount of the VOCA grant to the Victim Assistance Program,
Office of the Prosecuting Attorney, County of Hawaii is
different every year, depending on the amount of federal fines
collected, changes to the guidelines, and congressional action.

RE: Resolution No. 226-00 Authorizing the County of Hawaii to enter into an
agreement with the United States of America, pursuant to HRS 46-7, for a Victim
of Crime of Crime Act Grant.
Pursuant to Section 1(e) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
