Re: Resolution Authorizing Mayor to Enter into Agreement
Enclosed is a resolution authorizing the Mayor to enter into an agreement with
the State Department of the Attorney General for a Violence Against Children
Grant.
The department would like this resolution to be heard at the Hawaii County
Council meeting to be held on March 22, 2000.

SUBJECT: RESOLUTIONS TO ACCEPT VICTIM OF CRIME ACT GRANT AND
VIOLENCE AGAINST WOMEN GRANT
We are submitting resolutions for approval to accept the following federal grants:
1) VICTIM ASSISTANCE PROGRAM - U. S. Dept. of Justice, Office of Justice
Programs, office for Victims of Crime.
Grant amount - $252,469
Agency match - $62,617
2) VIOLENCE AGAINST CHILDREN - U. S. Dept. of Justice, Edward Byrne
Memorial State and Local Law Enforcement Assistance Program.
Grant amount - $236,000
Agency match - $78,667

VIOLENCE AGAINST CHII.DREN
In an effort to continue to address the problem of domestic violence in the County of
Hawaii, the Office of the Prosecuting Attorney applied for and received a grant to deal
with cases of child physical and sexual abuse. The grant's goal, to "better protect
children and hold offenders accountable by improving the prosecution and interagency
response to violence against children, including sexual assault and physical abuse,"
further extends the concepts of protection for the community that was first addressed by
the domestic violence project.
The grant funds a prosecution unit consisting of a deputy prosecuting attorney, an
investigator, a victim assistance counselor, and a legal clerk.
One of the primary objectives of this grant is to develop acounty-wide protocol between
police, prosecutors, child protective workers, schools, family court, guardian ad litems,
and substance abuse, mental health and other service providers to better process child
physical abuse cases. Interagency coordination is essential for effective prosecution.
The Office of the Prosecuting Attorney believes that coordinated community responses
along with education and public awareness help to prevent violence in general and make
our communities safer, not only for our children, but for all of us.

RE: Resolution No. 227_~~ Authorizing the County of Hawaii to enter into an
agreement with the United States of America, pursuant to HRS 46-7, for a
Violence Against Children Grant.
Pursuant to Section 1(e) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
