Your Policy Committee on Infrastructure and Assets, to which was referred Bill No. 204, reports
as follows:
Bill No. 204, transmitted by Public Works Director Stephen M. Pause via Communication
No. 1046 dated August 26, 2024, amends Chapter 24, Article 10, Division 1, of the Hawaii
County Code 1983 (2016 Edition, as Amended), relating to speed limits.
This bill establishes County speed limits of either 25 or 35 miles per hour for certain portions of
the Akoni Pule Highway between Highway 250 and Pololu Valley Lookout.
Director Pause stated community members had concerns with the existing speed limits and
expressed the need for reduction near the school. In addition to the reduction of speed limits, the
installation of additional traffic calming strategies such as flashing beacons, street markings, and
an elevated crosswalk are pending completion of the nearby re -paving project.
Committee Member Holeka Inaba requested clarification of the map attached to Communication
No. 1046. Director Pause agreed to review and edit prior to the next meeting.
Your Policy Committee on Infrastructure and Assets is in accord with the purpose and intent of
Bill No. 204, and recommends its passage on first reading.
