RESOLUTION NO. 668 24
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE LO'I
COLLECTIVE FOUNDATION FOR ITS ACCESSIBLE YOUTH ATHLETIC
PROGRAM.
WHEREAS, The Lo'i Collective Foundation (TLCF) is a 501(c)(3) nonprofit
organization whose objective is to aid all ages with physical, cultural, and psychological
development rooted in philosophies of sport, movement, mental health, cultural preservation, and
sustainability; and
WHEREAS, TLCF's programming is designed to offset operational costs for youth and
high school sports teams through scholarships funded by grants, corporate sponsorships,
donations, and other revenue -producing programs; and
WHEREAS, TLCF's Accessible Youth Athletic Program provides opportunities for
students and their families, as well as coaches and officials, to develop their skill sets through
sports clinics, tournaments, and trainings at district park facilities free of charge; and
WHEREAS, volleyball and basketball clinics will be held at the William "Billy" Kenoi
District Park gymnasium from November 2024 through June 2025; and
WHEREAS, TLCF is requesting funds for athletic trainers, security personnel, sports
equipment (volleyballs, basketballs, and ball carts will be donated to the district park facility),
food and refreshments for participants, and participation kits (backpacks, school and sports
supplies, snacks, and reusable sports bottles); and
WHEREAS, one of the goals of the Department of Parks and Recreation is to provide
the public with many diversified recreation programs in parks and gyms that address the needs
and interests of the community in a safe and well -maintained environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI'I that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Parks and Recreation to provide a grant to The Lo'i Collective Foundation for its Accessible
Youth Athletic Program.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
