G9 24 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE WEST HAWAI`I <br />VETERANS CEMETERY DEVELOPMENT & EXPANSION ASSOCIATION FOR <br />EXPENSES RELATING TO THE PERMANENT CAMP TARAWA DISPLAY AT <br />ELLISON ONIZUKA INTERNATIONAL AIRPORT. <br />WHEREAS, the West Hawaii Veterans Cemetery Development & Expansion <br />Association is a 501(c)(3) nonprofit organization whose mission is to expand its Memorial <br />Walkway, improve landscaping, enhance reforestation efforts of the adjacent Dry Forest, and <br />support the general betterment of the West Hawaii Veterans Cemetery and to enlist the support <br />of government, public, veteran, and civic minded volunteers; and <br />WHEREAS, the West Hawaii Veterans Cemetery Development & Expansion <br />Association is collaborating with the Department of Public Works to construct a permanent <br />Camp Tarawa display case at Ellison Onizuka International Airport; and <br />WHEREAS, Camp Tarawa was a training camp located between Mauna Kea and Kohala <br />mountains that was constructed and used by the 2nd Marine Division during World War II; and <br />WHEREAS, the Ellison Onizuka Kona International Airport has approved the display <br />and identified the Gate 11 waiting area as its suitable location; and <br />WHEREAS, the West Hawaii Veterans Cemetery Development & Expansion <br />Association is requesting funds for construction the Camp Tarawa display case at Ellison <br />Onizuka International Airport; and <br />WHEREAS, the Department of Liquor Control supports programs that provide <br />community projects in a drug- and alcohol -free environment such as the permanent Camp <br />Tarawa exhibit at Ellison Onizuka Kona International Airport; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br />Contingency Relief funds from Council District 9 will be appropriated to the Department of <br />Liquor Control to provide a grant to the West Hawaii Veterans Cemetery Development & <br />Expansion Association for expenses relating to the permanent Camp Tarawa exhibit at Ellison <br />Onizuka Kona International Airport. <br />
