A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND RESOURCE
CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH EXPENSES RELATING TO THE 2024 HAWAI‘I ISLAND VETERANS DAY PARADE.
WHEREAS, the Big Island Resource Conservation and Development Council (BIRCDC) is a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural environment of
Hawai‘i Island through sponsorship of festivals, programs, and special events unique to this island; and
WHEREAS, BIRCDC is working in partnership with the Hawai‘i Island Veterans Day Parade Committee to honor veterans, particularly those who call Hawai‘i County home, by assisting with
the coordination of the 2024 Hawai‘i Island Veterans Day Parade, which will be held in Hilo on Saturday, November 9, 2024; and
WHEREAS, BIRCDC is requesting funds for special-duty police officers to ensure the safety and security of participants and spectators during the parade; and
WHEREAS, the Department of Liquor Control supports organizations and programs that are in keeping with the goals and objectives of the department to support drug-free and alcohol-free
events for the community; and
WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 4 will be appropriated to the Department of Liquor Control to provide a grant
to the Big Island Resource Conservation and Development Council to assist with expenses relating to the 2024 Hawai‘i Island Veterans Day Parade.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:

authorized to make the necessary transfers in accordance with the terms of this resolution.
