No. 1055/Res. No. 636-24 <br />Your Committee on Finance, to which was referred Resolution No. 636-24, reports as follows: <br />Resolution No. 636-24, transmitted by Director of Finance Diane Nakagawa via Communication <br />No. 1055, dated September 13, 2024, authorizes the Mayor to enter into an agreement with the State <br />of Hawaii Department of Transportation, Pursuant to the Hawaii Revised Statutes Section 46-7, for <br />a grant to the County of Hawaii Mass Transit Agency. <br />This resolution allows for the receipt of $1,145,239 in federally -derived funds to purchase Americans <br />with Disabilities Act vans to accommodate the increase in ridership within the Paratransit Program. <br />Mass Transit Director Victor Kandle provided an overview on this measure. <br />Committee Member Cindy Evans questioned what account the matching funds would be debited. <br />Mr. Kandle stated that the account still needs to be provided and explained that there are different <br />options to provide these funds. Upon further discussion, Committee Member Heather Kimball <br />provided the matching fund account to Ms. Evans. <br />Committee Member Ashley L. Kierkiewicz asked the time frame for receiving these vehicles and <br />servicing the community; Mr. Kandle replied that it would be about nine months from ordering to <br />receiving them. <br />Committee Member Jenn Kagiwada inquired about the possibility of having zero -emission vehicles. <br />Mr. Kandle explained that due to the cost and manufacturing of those vehicles, the department has <br />decided to hold off for now. Ms. Kagiwada urged Mr. Kandle to move toward expanding zero - <br />emissions vehicles. <br />Pursuant to Hawaii Revised Statutes Section 46-7, the Mayor of the County of Hawaii is authorized <br />to execute, on behalf of the County, an agreement and related documents with the State of Hawaii <br />Department of Transportation for the purpose as described above. <br />FC Report No. 204 <br />
