HomeMy WebLinkAboutCOM 0675.512 2022-2024P / PCPUJO blc [2( CLW.67 From: Logan Achay Sent: Friday, September 27, 2024 12:34 PM To: Council Testimony; Inaba, Holeka; Villegas, Rebecca Subject: Bill 121 Impact (Concerned Citizen) Happy Friday Hawaii Council, In light of the State's Supreme Court's recent ruling on Vacation Rental Operation's on ag land, it's more critical than ever that our Council People clearly understand the impacts of passing Bill 121. As you well know, Public Testimony has been acute, voluminous, and specific about the negative impacts this bill will have on the local community. What has been, at times, shocking is the seeming lack of interest or absorption of this testimony by our elected officials. This includes a Council Person showing up to a Public Testimony hearing evidently without actually reading or being even familiar with the Bill before facing the public. We elect officials to represent the interests of their constituents, not corporations, which, based on my discussions around the local community, is the optics of this Bill. Bill 121 jeopardizes the livelihood of 100's if not 1000's of families who depend on this income, further erodes people's personal property rights, and, perhaps most importantly, does nothing to solve the affordable housing issue that impacts West Hawaii that was supposedly drafted to help mitigate. Thousands of County municipalities across the Country have suffered from housing affordability issues since the early 70s. This is not an STVR issue. It's much, much broader, as you well know. There are no compelling reasons for this legislation. The County Council has not identified many complaints or adverse impacts to neighborhoods from hosted rentals where the owner lives on the building site. Passing this legislation has many negative downstream impacts, while the upstream benefits have yet to be identified and confirmed.
