Aloha, Chair Kimball and all the County Council Members:
Thank you for the opportunity to submit testimony. Today I am testifying as a private citizen
regarding Bill 121, Draft 4.
I'm wondering how many times your constituents will have to keep reiterating their disapproval of
this bill before you will listen. The Council appears to be bound and determined to push forward
with this bill no matter what feedback they receive.
I've testified on these points several times but feel the need to do so again.
0 Bill 121 should be put on hold until the Economic Impact Study is completed.
• Enforcement of this bit[ has not been thought out clearly. Bill 108 is not being enforced
so how does the Council think that Bill 121 will be?
• The complexity of the bill combined with the fees and tax consequences will hurt
residents who are renting portions of their property just to make ends meet. (Thank
you, Jenn Kagiwada for your proposal to reduce Owner -hosted fees).
• There is no proof that regulating short term rentals will increase availability of
affordable housing.
Your constituents elected you to lookout for their best interests. Please listen to them.
