Aloha Chairperson Kimball.,
|mmmwvbingtoexpress nnyconcerns regarding BiU121'This measure has significant innpUoatinnothat
require careful consideration. The Hawaii County CounciKmust wait forthe outcome of the economic
impact study before proceeding with BiR 121. Why is this being rushed through? We need to futty
understand the economic impact ofthis legislation.
Additionally, the recent Supreme Court decision makes all vacation rental operations on agricutturat
zoning ittegat. This means the Ptanning Department will not be able to issue permits, effectively banning
hosted vacation rentals on agricultural land. Such a restriction jeopardizes the livetihood of thousands of
fanniUeawho depend onincome from these rantaia. Many ferniUeadepend onthis income napooiaibatm
time of such economic uncertainty.
Furthermore, there are no compelling reasons for this tegistation. The County Councit has yet to identify
a substantiat number of comptaints or adverse impacts on neighborhoods from hosted rentats where the
owner lives ODthe bUi\diDgsite. |UVeiD8nAG zoned property and though |dOnot offer mvacation [Bnt8i
