Subject: Response to Bill 121 - Hosted Vacation Rental Impact
Dear Members of the Policy Committee on Planning Land Use, and Development,
I am writing to share my personal experience as a hosted vacation rental host and express my
concerns regarding Bill 121. Having lived in Hawaii for many years, I am deeply familiar with
the costs associated with residing here. As a graduate of Hawaii Pacific University, where I
completed both my undergraduate and graduate degrees, I understand the financial challenges
that come with living in our islands. When I purchased my home in 2021, I specifically sought a
property with an attached space suitable for hosting vacationers, as I knew that supplementing
my income through short-term rentals would be essential to managing the higher cost of living
here compared to the mainland.
Beyond the economic necessity, I genuinely love hosting guests. As someone who takes pride in
sharing the Aloha spirit, I cherish the opportunity to welcome visitors and share the beauty and
culture of Hawaii in a personal, authentic way. My guests get to experience the magic of our
islands and connect with the 'aina from a local perspective, something that large resorts simply
can't provide. The joy of seeing my guests feel at home and explore our community like a local
is one of the most rewarding aspects of hosting.
Bill 121, in its current form, would severely impact my ability to continue hosting, not only
threatening my livelihood but also diminishing the unique visitor experience that makes Hawaii
special. The proposed registration fees and complex requirements create undue burdens for hosts
like myself, and as noted in Airbnb's August 30 letter, they risk reducing compliance and
discouraging responsible hosting.
I strongly support Airbnb's call for a full economic impact study before proceeding with Bill 121.
It is vital to fully understand the broader consequences on the economy and local residents who
rely on this income. Additionally, I echo the recommendations to simplify the registration
process, reduce fees, and provide clearer guidelines for who can host, as these changes will
ensure fairness and continued economic sustainability for hosts and the community.
Thank you for your consideration of these concerns and for working toward a balanced solution
that supports local hosts, preserves the authenticity of our visitor experience, and protects the
economic benefits of home -sharing.
