Introduction:
Bill 121, which proposes new regulations for short-term rentals (STRs) in Hawaii County, will be heard
again on October 2, 2024, at the Hilo Chambers. I urge this Council to slow down and consider the
following points%
Wait for the Economic Impact Study:
o The economic impact study on STRs is crucial for understanding the broader implications
of Bill 121 on Hawaii Island's economy. Previous studies have shown that STRs contribute
_significantly to the local economy, supporting small businesses and generating substantial
tax revenue'. Implementing new regulations without this data could lead to unintended
economic consequences.
2. Enforcement of Bitt 108:
Bill 108, which waed in 2018 to reguutate STRs, has faced significant enforcement
chattenges2. The county has struggled to enforce existing regulations effectively, raising
concerns about the feasibility of enforcing the expanded regulations proposed in Bill 121. It
is essential to address these enforcement issues before introducing new regulations.
3. Strong Community Opposition:
There is considerable opposition to Bill 121 within the communite. Many residents and
STR operators have voiced concerns about the bill's impact on their livelihoods and
property rights. The community's strong opposition highlights the need for a more
balanced approach that considers the interests of alt stakeholders.
