I am writing to express my deep concerns regarding Hawaii BiR 121. It is cruciat for the County Council to
wait for the outcome of the economic impact study before proceeding with this bill.
Anyone currently renting unhosted for 30 to 180 days will immediately become ittegat. As seen when

and could resuft in Hawaii County facing expensive litigation which it may lose.
Moreover, anyone who rents a home tong -term to an on -site host and rents an attached Ohana short-
term vviK iOlnO8di8t8k/ bRCODle illegal. and VVOD't have any path to register for o permit. This unfairly affects
those who rely onsuch arrangements for additional. income.
Consider the impact on unique structures Like tiny homes, yurts, tents, treehouses, or campers. ALL of
these rentats wiLt immediately become ittegat, and those caught renting in the future would face fines up
tO$1O,OOOand beforced tOshut down.
Without adequate off-street parking, renters witt be denied permits. Websites listing two or more units

Violations have no timeframe to reset, meaning even minor guest mistakes can lead to escalating fines
