My name is Erika Kuhr, and I am writing on behalf of Starseed Ranch, a sm a It farm that offers short term
vacation rentats. We operate as a small business with deep ties to the land, the community, and the
visitors who seek meaningful experiences in Huvvoi'i. Our obiUtyto offer short-term vacation rentals is
crucial. for our survival and for continuing to provide these opportunities to others.

rentals--- connection, education, and sustainabitity. We host guests from around the world, many of
vvhorn are interested in learning about regenerative farming, local culture, and the beauty of Hovvoi'i'a
natural environment. By staying with us, visitors contribute directly to our efforts in sustainable
agriculture and support local farmers, artists, and craftspeople in our community.
Restricting or over -regulating short-term vacation rentats would greatly impact our ability to sustain this
work. Aaasmall business, vverely onthe income generated from short-term rentmiotosupport our
operations and steward this special land in Niuli'i, Kapa'au. Without this income, it would be difficult for
us to continue contributing to the local economy in the way we currently do.
Furthermore, many of our guests are not traditional tourists —they are individuals and groups seeking to
immerse themselves in authentic experiences and engage with Hawai'i in a respectful and sustainabLe
manner. Our rentals provide a space for personal and collective growth, fostering an appreciation for the
land and the local culture that larger accommodations may not offer.
In conclusion, I urge the committee to consider the importance of small businesses Like ours in the larger
fabric of the local economy and community. We are not Large corporations or anonymous rental
properties; vveare stewards ofthe land, working tncreate meaningful connections between visitors and
the rich heritage of Hawai'i. Over -regulating short-term rentats wouLd timit our abitity to continue this
work which has Long-term benefits for both the local economy and the culture we aim to preserve.
