Bill 121 - oppose
1 am writing to express my deep concerns regarding the proposed regulations under Hawaii Bill 121 without the backing of
a comprehensive, independent, and academically rigorous economic impact study. The vacation rental industry is a
significant contributor to the Big Island's economy, with an impact exceeding $1.1 billion. It is, therefore, inappropriate and
potentially harmful to regulate such a vital industry without fully understanding the consequences of such actions.
During the Leeward Planning Commission meeting, Heather Kimball acknowledged the necessity of conducting this study.
This acknowledgment underlines the complexity and the potential impact of Bill 121 on our community and economy.
Given the bill's intricacies, a thorough evaluation is essential but currently unfeasible within the given timeframe. I strongly
feel that the average "mom and pop" operator will find the extensive requirements of this bill to onerous to fulfill and will
either drop out of the vacation rental business or operate "under the radar". Either scenario will result in significant
revenue reductions to the government in addition to hurting many local businesses and residents.
I urge the council to pause on the bill's progression to allow for a detailed study. Additionally, it is crucial to involve
industry representatives in the discussion process. Their absence has been a significant concern and contributes to the
public's apprehension towards the bill. Including a member from the industry would ensure a more balanced and informed
debate, addressing both the communitys and the industry's needs.
