We want you to enforce bill 108.
We do not wantyou to require hosted rentals to be registered. It is gross overreach, and nowthatthe
Hawaii Supreme Court has ruled against allowing STVRuonagriculture land, ifyou require registration,
the planning department will be forced to deny applications on ag land and local families who rely on this
rental income will be priced out of their homes. Non -conforming use permits for hosted rentals on
agricutture land? Also denied.
The vast majority ofHavvoi'iuountyiezonadog.AndrnoatofthatiaStateLendUaeog. Sonorentals in
Volcano woutd be approved, none in puna, none in south kona, Honokaa, Hamakua coast would be
approved. Half of Patisades is zoned ag, and you'd require a person to rent out the same house as they

You just passed bil.l. 123 that says you can have up to three aclu's on a property in the RS, RD, RA, FA, and
A districts (Section 25-6-31 (a)) and one can be a vacation rental (Section 25-6-38). In Bitl. 121 Section 25-
4-16.1 (2) contradicts that: "the transient accommodation rental shall not be permitted in an additional
dwelling, additional dvxeiiingunit, O[Oh8O8dVV8Uing."
I feet you aren't taking a broad view, and reatty seeing what the impact will be. I don't think you
understand the ramifications of this legislation. At the very least, KNOW what you're doing before you
write itinto law. Wait for the economic impact study. Realty took at what zone rentals are in (mostly ag
because that's what vvehmve)'see what you're doing.
Focus on the issue, which is unhosted rentals that you still don't regulate. Don't do this to the
communities you've been hired to represent. Please, listen to the hundreds of people who have spent
their valuable time, energy, and resources coming to meetings and sending in testimony against this bill.
Table this bill for good. It's ofzero benefit tothis island.
