Subject: 2045 General Plan
Please support any effort that will allow the 2045 Plan to be changed to reflect these principles and ideas'
The Draft 2045 Hawaii County Plan (hereinafter, "The Draft Plan") is not appropriate for the needs of the community.
Lack of attention to water for human use, misguided ideas for land use, lack of affordable housing, and disregard for
transportation needs are some — only some — of the problems.
The Draft Plan and other County documents show that their authors are trying to ramrod United Nations (UN) policy
down our throats.

The UN and other non governmental organizations such as the World Economic Forum (WEF) have been claiming
"global warming" (at first) and (now) "climate change" for decades as a mechanism to implement Agenda 21 —
which is consolidation of power by THE FEW, and lack of individual freedom and no sovereign nations for THE
MANY.

the-people.html, provides details of this grab for power and threat of more -of -the -same. We have God-given rights
enumerated in the Bill of Rights, which are seen as nothing more than annoying by elected officials enamored of
such power, unfortunately even some local ones — unless (giving benefit -of -the -doubt) they do not understand how
their actions hurt their community.
On September 22, 2024 the UN took another step towards its goal of eliminating national sovereignty so it can be
head of a global government. Heads of state — supposed to be representing their own people — made 56 pledges
to allow various UN controls and VOTED DOWN a proposed amendment (document A/79/L.3) that would have
added language disallowing UN intervention in "matters which are essentially within the domestic jurisdiction of any
State." This has repercussions for Hawaii County.
Man-made weather modification described in geo-engineering patents are implicated in storms, flooding and worse.
Strange fires (including Lahaina which was blamed on a hurricane over 500 miles away) may have different
nefarious causes. However, it is worth noting that our Sun / certain cycles / planetary alignments — "space weather"
— usually drives Earth's weather patterns. According to many meteorologists, including David Dilley with 50 years'

Although non -governmental organizations such as the WEF claim that climate change is coming from human carbon
emissions, world governments instead are preparing for adverse space weather during a polarity transition by
building vast underground infrastructures.

The Draft Plan mentions sequestering carbon dioxide, even though temperature levels are drastically lower now
than they have been in4D5million years.
Photosynthesis activity in plants requires carbon dioxide, which is only 0.04% of our atmosphere, only four parts out
of every thousand. Plants produce oxygen — very important for humans / animals. Reduction of carbon dioxide
would have a catastrophic chain reaction and is a risk to ALL carbon -based lifeforms. Several long-term studies
have provided strong support demonstrating that growing crops under elevated carbon dioxide can increase
photosynthesis and result in an increase in yield, flavor and nutritional content (including but not limited to Vitamins
C. Eond pro -vitamin /\). In the case oftomato, increases in yield by as much oe8O96 are observed when plants are
cultivated at 1000 ppnnofcarbon dioxide, which is consistent with current commercial greenhouse production
methods in the tomato fruit industry. These results provide a clear demonstration of the potential for elevating
carbon dioxide for improving yield and quality ingreenhouse crops.
Community preparedness for catastrophic events is not documented in the draft general plan, meanwhile many
eastern hemisphere nations including Russia, Thailand, and Japan have been preparing for these events with local
civil defense for years. In light of this information, my suggestion is for our county to birth its own plan based on the
needs of the community expressed in numerous testimonies and include space weather scenarios as potential
hazards.
