JNZV OF s, <br />COUNTY OF HAWAVI STATE OF HAWAVI <br />rF OF <br />RESOLUTION NO. 68o 24 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF <br />THE LIBRARY — WAIKOLOA REGION FOR EXPENSES RELATING TO THE <br />BABY'S FIRST BOOK PROJECT. <br />WHEREAS, the Friends of the Library -Waikoloa Region is a 501(c)(3) nonprofit <br />organization whose mission is to engender a love of reading by making available an ongoing <br />supply of books to the community, learning tools to our community schools, literacy programs <br />and to advocate for and support the ongoing needs of the library, once it is built; and <br />WHEREAS, the Friends of the Library — Waikoloa Region has proudly sponsored the <br />Baby's First Book project for the last ten years, to encourage literacy at the very beginning of a <br />child's life; and <br />WHEREAS, with the support of the nurses in the Birthing Center at North Hawaii <br />Community Hospital, the Baby's First Book project provides a new board book, "On The Day <br />You Were Born" by Debra Frasier, to every baby born at the hospital, which is designed to <br />support literacy for children by providing a book for parents to read to their newborn; and <br />WHEREAS, as the fiscal sponsor for the Baby's First Book project, Friends of the <br />Library — Waikoloa Region is requesting funds to purchase 200 copies of "On The Day You <br />Were Born"; and <br />WHEREAS, the Department of Liquor Control supports programs that provide <br />community projects in a drug- and alcohol -free environment such as the Baby's First Book <br />project; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, activity, <br />service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAIII that <br />Contingency Relief funds from Council District 9 will be appropriated to the Department of <br />Liquor Control to provide a grant to the Friends of the Library — Waikoloa Region for expenses <br />relating to the Baby's First Book Project. <br />
