RESOLUTION NO. 687 24
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HILO
DOWNTOWN IMPROVEMENT FOUNDATION'S PUMPKIN PATCH EVENT.
WHEREAS, the Hilo Downtown Improvement Foundation is a 501(c)(3) nonprofit
organization with a mission to financially support the activities and events of the Hilo Downtown
Improvement Association, whose goals are to protect, preserve, and create a vibrant downtown
Hilo for all to enjoy; and
WHEREAS, the Hilo Downtown Improvement Foundation is hosting a Pumpkin Patch
Event, which is a free, family -friendly, community event that will be held October 25-26, 2024,
at Kaldkaua Park; and
WHEREAS, the Hilo Downtown Improvement Foundation is requesting funding
assistance to help purchase the pumpkins for families to carve and take home; and
WHEREAS, the Department of Liquor Control supports organizations and programs that
are in keeping with the goals and objectives of the department to support drug -free and alcohol -
free events for the community; and
WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District 2 will be appropriated to the Department of
Liquor Control to provide a grant to the Hilo Downtown Improvement Foundation's Pumpkin
Patch Event.
BE IT FURTHER RESOLVED that the Council of the County of IHawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
