Your Committee on Governmental Operations and External Affairs, to which was referred
Resolution No. 663-24, reports as follows:
Resolution No. 663-24, transmitted by Finance Director Diane Nakagawa via Communication
No. 1089, dated September 27, 2024, authorizes the Mayor to enter into a nine-year
intergovernmental agreement with the University of Hawai`i for a radio repeater site.
This resolution allows the Civil Defense Agency to extend its one-year license agreement for the
installation of a radio repeater on the summit of Mauna Kea to be used as an emergency radio
communications network.
Hawai`i County Civil Defense Administrator Talmadge Magno was present in the Hilo
Chambers to provide comment on and answer questions about the resolution.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 663-24, and recommends its adoption.
