Your Committee on Finance, to which was referred Bill No. 216, reports as follows:
Bill No. 216, transmitted by Finance Director Diane Nakagawa via Communication No. 1088, dated
September 27, 2024, amends Ordinance No. 24-32, as amended, the Operating Budget for the County
of Hawai`i for the fiscal year ending June 30, 2025.
This bill appropriates revenues in the Federal Grants—Emergency Solutions Grants Program account
($271,806); and appropriates the same to the Emergency Solutions Grants Program account($251,421)
and Emergency Solutions Grants Program—Administration account ($20,385). Funds would be used
for street outreach, emergency shelters, homelessness prevention, rapid re-housing assistance, and data
collection through the Homeless Management Information System.
Assistant Housing Administrator Royce Shiroma was available in the Hilo Chambers for questions.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 216, and recommends
its passage on first reading.
