A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HOMELESS TASK FORCE FOR ITS OUTREACH AND ENGAGEMENT EFFORTS. WHEREAS, Homeless Task Force is a 501(c)(3) nonprofit organization whose mission is to provide outreach and engagement services to address homelessness in our community; and WHEREAS, outreach and engagement are essential services that inform and provide our un-housed population with options for safe -haven housing, drug and alcohol rehabilitation services, and family reunification; and WHEREAS, Homeless Task Force is working in collaboration with social service organizations, the Hawaii Police Department, the Office of the Prosecuting Attorney, hospitals, churches, businesses, and other agencies to actively engage with this target population to address the increase in criminal activity and improve the lives of those without homes; and WHEREAS, Homeless Task Force is requesting funds to help defray the costs necessary to support its outreach and engagement, which include fees for acquiring birth certificates and personal identification, as well as purchasing trash bags, gloves, food, hygiene products, clothing, diapers, baby food, gas, medical equipment and supplies, temporary emergency housing cost, and transportation cost; and WHEREAS, one of the goals of the Office of the Prosecuting Attorney is to improve the criminal justice system by identifying areas of need and working collaboratively with other agencies and the community; and WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that Contingency Relief funds from Council District 7 will be appropriated to the Office of the Prosecuting Attorney to provide a grant to Homeless Task Force for its outreach and engagement efforts. BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby transfers/appropriates the following amount as set forth below:
