Home My WebLink AboutORD 2024-081 2022-2024 •JNZvocn4 c _ III, COUNTY OF HAWAI`I STATE OF HAWAII -OF-N BILL NO. 203 ORDINANCE NO. 24 Si AN ORDINANCE AMENDING THE PARKS AND RECREATIONAL FACILITY SCHEDULE, CHAPTER 15, ARTICLE 8, SECTION 15-68.1, OF THE HAWAI`I COUNTY CODE 1983 (2016 EDITION,AS AMENDED),BY NAMING THE BALLFIELDS AT WILLIAM "BILLY" KENOI DISTRICT PARK THE "HOWARD SANORIA BALLFIELDS" IN HONOR OF HOWARD FERNANDO SANORIA. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAI`I: SECTION 1. Purpose. The purpose of this ordinance is to name the ballfields located within William "Billy"Kenoi District Park, located in Pahoa, District of Puna, Island, County, and State of Hawai`i, in honor of community advocate and role model, Howard Fernando Sanoria. Howard Fernando Sanoria was born on May 30, 1915 in Puna. He started his lifelong passion for sports and coaching in the 1940s with youth baseball before becoming the boys' baseball and girls' softball coach at Pahoa High School. From tee-ball to the County Parks and Recreation adult softball teams, Mr. Sanoria loved coaching. When he wasn't coaching, he volunteered as a Little League umpire and a timekeeper for basketball games at Pahoa High School. On May 1, 1993, Mr. Sanoria was proclaimed"Mr. Baseball"by then-Councilwoman Helene Hale at a Little League game held at the Pahoa High School ballfield, where he threw the first pitch of the game. Mr. Sanoria was a devoted community member who understood the value of sports as a healthy and positive influence to keep young people out of trouble. He consistently demonstrated the principles of fair competition and sportsmanship for generations of young athletes across Puna. Many former players under Mr. Sanoria credit him with raising awareness of Title IX and the need to ensure proper access to sports for girls. While he worked as a gas station attendant, Mr. Sanoria always dedicated his time and mana`o to Puna's growing athletes, and made sure that they were prepared and equipped to safely enjoy and succeed in sports. Mr. Sanoria passed away in his hometown of Pahoa on August 10, 1996, at the age of 81. He is remembered by his family, friends, former players, and community for his legacy as a selfless sports mentor and coach. SECTION 2. Pursuant to chapter 15, article 8, section 15-67(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), which establishes requirements for naming County parks and recreation facilities for a person who has "contributed significantly to the recreational programs in the community in which the open area is located," "achieved significant recognition on the national or international level," or"accomplished significant achievements in other fields of endeavor which have been of benefit to other persons,"the ballfields in William "Billy"Kenoi District Park are hereby named the "Howard Sanoria Ballfields" in his honor. SECTION 3. Chapter 15, article 8, section 15-68.1 of the Hawai`i County Code 1983 (2016 Edition, as amended), is amended by amending the "William"Billy"Kenoi District Park" listing of the parks recreational facility schedule, "Puna" section,to read as follows: "William"Billy" Kenoi District Park 1-5-002:020" (1) Ginny Aste Skate Park (2) Pahoa Aquatic Center (3) Pahoa Neighborhood Facility (4) Pahoa Senior Center (5) Howard Sanoria Ballfields SECTION 4. New material is underscored. In printing this ordinance,the underscoring need not be included. SECTION 5. Severability. If any provision of this ordinance, or the application thereof to any person or circumstances is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. SECTION 6. This ordinance shall take effect upon its approval.
