Res. 693-24: APPROVES THE LEGISLATIVE PROPOSALS AND PRIORITIES FOR
(Draft 2) INCLUSION IN THE 2025 HAWAII STATE ASSOCIATION OF COUNTIES
LEGISLATIVE PACKAGE
Includes proposals relating to the regulation of tobacco products, deferred
retirement for Police, the environment, cesspools, general excise tax, conveyance
tax, and housing; and nine policy priorities relating to: (1) increasing funds for
emergency preparedness; (2) lowering the cost and expanding the availability of
insurance for homeowners and businesses; (3) workforce development; (4) game
management of wild ungulates; (5)promoting producer responsibility for solid
waste; (6)prioritizing and promoting safe routes to school; (7) increasing food
security and access to locally-produced food; (8) improving public safety,
expanding and access to mental health resources, and establishing community
courts; and (9)preventing and combatting squatters and supporting property owners
and communities impacted by squatters.

Res. 694-24: AUTHORIZES THE OFFICE OF HOUSING AND COMMUNITY
DEVELOPMENT TO AWARD FUNDS TO VARIOUS ORGANIZATIONS FOR
PROGRAMS ADDRESSING AFFORDABLE HOUSING
Allows for grant awards to Hale Ola O Mohouli LLLP ($3,200,000) and Kuakini
Family I LP ($5,000,000) for the development of affordable rental units and
$5,075,000 to be retained by the Office of Housing and Community Development
for the development of 25 single-family dwellings for workforce housing
($4,200,000) and to provide financial assistance to 17 low-income homeowners to
conduct essential repair work($875,000).

RESOLUTION AUTHORIZING THE OFFICE OF HOUSING AND
COMMUNITY DEVELOPMENT TO AWARD FUNDS TO VARIOUS
ORGANIZATIONS FOR PROGRAMS ADDRESSING AFFORDABLE
HOUSING
WHEREAS, Chapter 2, Article 25, Section 2-139(a)(3)(A) of the Hawaii County Code
(2016 Edition as amended) states, Grant awards in excess of $25,000 to nonprofit
organizations shall specifically identify the organization receiving the grant funds and the
purpose for which the grant funds shall be used in a resolution; and
WHEREAS, Chapter 2, Article 25, Section 2-136 of the Hawaii County Code states,
"nonprofit organization" means an organization that is registered and in good standing in the
State of Hawaii as a nonprofit organization and maintains a 501 (c)(3) charitable designation
from the Internal Revenue Service; and
WHEREAS, Chapter 2, Article 25, Section 2-139(a)(3)(B) of the Hawaii County Code
(2016 Edition as amended) states, Grant awards in excess of $25,000 to organizations that
do not qualify as nonprofit organizations shall specifically identify the purpose for which the
funds shall be used in a resolution and be subject to competition in compliance with chapter
103D of the Hawaii Revised Statutes; and
WHEREAS, in March 2024, two public meetings were held to gather community
feedback on the County's affordable housing needs; and
WHEREAS, on May 1, 2024, the Office of Housing and Community Development
(OHCD) issued a Request for Proposals ("RFP") to solicit qualified proposals to assist the
County of Hawaii with carrying out the affordable housing goals and priorities; and
WHEREAS, the project proposals were reviewed in accordance with the Affordable
Housing Production Program Administrative Rules §3-4 Grant Selection Process; and
WHEREAS, the organizations, specified in "Exhibit A", will administer projects
addressing affordable housing; and
WHEREAS, the OHCD wishes to provide a total of $13,275,000 to these
organizations as outlined in "Exhibit A"; now, therefore
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAN, in
accordance with Chapter 2, Article 25, Sections 2-139(a)(3)(A) and 2-139(a)(3)(B) of the
Hawaii County Code, the OHCD is authorized to provide grants totaling of $13,275,000 to
various organizations as specified in "Exhibit A" to administer projects addressing affordable
housing.
BE IT FINALLY RESOLVED that the County Clerk of the County of Hawaii shall
transmit copies of this resolution to the Office of Management, the Finance Department, and
the Office of Housing and Community Development.
