HomeMy WebLinkAboutRES 706 Draft 01 2022-2024cs,H4l�< COUNTY OF HAWAI`I STATE OF HAWAI`I f M9 • rr 7r� of •N, RESOLUTION NO. 706 24 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAIIAN VOLCANO EDUCATION AND RESILIENCE INSTITUTE TO SUPPORT ITS DIGITAL RESILIENCE AGAINST DISASTERS FOR ISLAND COMMUNITIES TRAINING PROGRAM. WHEREAS, Hawaiian Volcano Education and Resilience Institute (HVERI) is a 501(c)(3) nonprofit organization whose mission is to improve disaster preparedness, response, and recovery through volcano education and resilience network building; and WHEREAS, HVERI's Digital Resilience Against Disasters for Island Communities training program offers a free, multi -level training called Social Media Moderator in Disasters (SMMID) that is designed to increase the resilience of Hawaii Island communities and improve disaster response capabilities by establishing an island -wide network of online Digital Resilience Hubs and deploying qualified, pre -trained and certified volunteers to help facilitate communication and coordination during emergencies; and WHEREAS, the SMMID training includes moderating a custom-made disaster simulation to achieve the highest certification level (Level 3-Luna), which would qualify an individual for a lead position of a potential Digital Resilience Hub online presence; and WHEREAS, the Digital Resilience Against Disasters for Island Communities training program uses verified, community -sourced information to provide reliable, actionable intelligence to the Hawaii County Civil Defense Agency and other governmental agencies; and WHEREAS, HVERI is requesting funds to cover the costs of the SMMID training for this fiscal year, which includes simulation setup, scenario development, printed and digital materials, certification printing, and necessary communication and coordination software to facilitate the onboard of certified volunteers to lead an online Digital Resilience Hub, inclusive of Council District 1; and WHEREAS, one of the goals of the Department of Liquor Control is to support public programs that promote the safety and well-being of the community in a drug- and alcohol -free environment; and WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that Contingency Relief funds from Council District 1 will be appropriated to the Department of Liquor Control to provide a grant to the Hawaiian Volcano Education and Resilience Institute to support its Digital Resilience Against Disasters for Island Communities training program. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $5,000 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC-Contingency Relief $5,000 CREDITED TO: 010.251.5251.39 Department of Liquor Control $5,000 Public Programs 115 Misc. Contract Services (HVERI-Digital Resilience Against Disasters for Island Communities Training Program) BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Liquor Control and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
