JM�-1 OF.il COUNTY OF HAWAII STATE OF HAWAII OF RESOLUTION NO. 710 24 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO KEAUKAHA ONE YOUTH DEVELOPMENT TO SUPPORT ITS HILO MURALS PROJECT. WHEREAS, Keaukaha One Youth Development (KOYD) is a 501 (c)(3) nonprofit organization whose mission is to help underprivileged Native Hawaiian youth to reveal their individual strengths and passions to build leadership skills, self-esteem, motivation, and positive relationships for future career and academic success; and WHEREAS, KOYD has established a collaboration with Temple Children, which is an arts and sustainability organization that strengthens communities and activates conversation, to create two murals in Downtown Hilo - on the historic Hilo Plaza Building and the Agasa Furniture & Music Store; and WHEREAS, murals play a vital role in encouraging community pride, beautifying urban spaces, expressing historical and cultural identity, raising awareness about social issues, and inspiring creativity and wonder; and WHEREAS, KOYD is requesting funding assistance to digitally document this project, which includes the equipment rental and artist expenses for the documentarian; and WHEREAS, the Department of Liquor Control supports organizations and programs that are in keeping with the goals and objectives of the department to support drug -free and alcohol - free events for the community; and WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI'I that Contingency Relief funds from Council District 2 will be appropriated to the Department of Liquor Control to provide a grant to Keaukaha One Youth Development to support its Hilo Murals Project. BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby transfers/appropriates the following amount as set forth below:
