RESOLUTION NO. 711 24.
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO MALAMA O PUNA TO
SUPPORT THE BLACK SANDS BEACH COMMUNITY GARDEN'S KEIKI
RESILIENCE PROJECT.
WHEREAS, Malama O Puna is a 501(c)(3) nonprofit, volunteer service organization
whose mission is to provide community resources to maintain a safe and healthy community
through environmental education, hands-on projects, advocacy, watchdogging, and land trusting;
and
WHEREAS, Malama O Puna serves as the fiscal sponsor for the Black Sands Beach
Community Garden, an entirely community -driven initiative that increases awareness and action
around food security and sustainability in Lower Puna; and
WHEREAS, Black Sands Beach Community Garden provides a safe and nurturing
environment for Lower Puna youth, fostering holistic well-being, self-sufficiency, and a sense of
responsibility toward the future through hands-on projects and resilience initiatives; and
WHEREAS, the Keiki Resilience Project is a staple resource for low-income families in
the Black Sands Beach community, providing fresh, nutritious food to those facing food
insecurity, fostering sustainable gardening knowledge and skills among local youth, ensuring
access to essential personal health items, and offering education on managing invasive species
and restoring native trees impacted by the 2018 volcanic eruption; and
WHEREAS, Malama O Puna has requested funds for feminine hygiene products,
diapers, oral health items, formulas, nutritional supplements or vitamins, healthy snacks, juices,
and teas; and gardening supplies such as fertilizer, insect control, black cinders, gloves, cups,
wheelbarrow, paint, printer ink, tape, `ohi`a tree seedlings, and a 1 Ox20 shaded house to support
the Black Sands Community Garden and Keiki Resilience Project; and
WHEREAS, the Department of Research and Development supports sustainable
agricultural practices and community well-being by promoting educational opportunities
designed to build skills and capacity in the community; and
WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI'I that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Research and Development to provide a grant to Malama 0 Puna to support the Black Sands
Beach Community Garden's Keiki Resilience Project.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
