'717 24 <br />A RESOLUTION AWARDING A PUBLIC ACCESS, OPEN SPACE, AND NATURAL <br />RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO <br />HAWAFI ENVIRONMENTAL RESTORATION. <br />WHEREAS, Section 10- 15 of the Charter of the County of Hawaii (hereinafter <br />"Charter") provides for a Public Access, Open Space, and Natural Resources Preservation Fund <br />(hereinafter "Preservation Fund") to acquire lands and easements within the County for public <br />outdoor recreation, education, the preservation of land and coastal areas, and the protection of <br />natural resources; and <br />WHEREAS, Section 10- 16 of the Charter establishes a Public Access, Open Space, and <br />Natural Resources Preservation Maintenance Fund (hereinafter "Maintenance Fund") to be used <br />in part for a stewardship grant program, in which 5 01 (c)(3) nonprofit organizations can apply for <br />and receive grant-in-aid funding for stewardship projects directly related to public safety <br />maintenance and preservation of lands and easements acquired using the Preservation Fund; and <br />WHEREAS, Hawaii Environmental Restoration is a 501(c)(3) nonprofit organization <br />whose mission is to restore the natural integrity of Hawai'i's environment and preserve <br />Hawai'i's unique cultural and biological resources through environmental restoration and <br />education; and <br />WHEREAS, Hawaii Environmental Restoration applied for a Maintenance Fund <br />stewardship grant to maintain a healthy stewardship of the land identified by Tax Map Key Nos. <br />(3) 1-4-003:003 and 037, also known as Wai'ele, which is situated in the district of Puna and was <br />acquired using the Preservation Fund as authorized and re -authorized by Resolution Nos. 286-07 <br />and 170-2 1, Draft 2; and <br />WHEREAS, pursuant to Section 2-217 of the Hawaii County Code 1983 (2016 Edition, <br />as amended), the Public Access, Open Space, and Natural Resources Preservation Commission, <br />during its meeting on September 11, 2023, recommended that this stewardship grant be awarded; <br />and <br />WHEREAS, funds awarded by this stewardship grant will be used to develop a digital <br />georeference database to better protect, identify, and catalogue historically, culturally, or <br />environmentally sensitive sites on the property; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI'I that, in <br />accordance with Section 10-16(h) of the Charter, a stewardship grant is hereby awarded to <br />Hawaii Environmental Restoration in the amount of $6,5 10 out of and from the Public Access, <br />
