HomeMy WebLinkAboutRES 719 Draft 01 2022-2024 A RESOLUTION AWARDING A PUBLIC ACCESS, OPEN SPACE, AND NATURAL RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO KOHANAIKI ‘OHANA. WHEREAS, Section 10-15 of the Charter of the County of Hawai‘i (hereinafter “Charter”) provides for a Public Access, Open Space, and Natural Resources Preservation Fund (hereinafter “Preservation Fund”) to acquire lands and easements within the County for public outdoor recreation, education, the preservation of land and coastal areas, and the protection of natural resources; and WHEREAS, Section 10-16 of the Charter establishes a Public Access, Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter “Maintenance Fund”) to be used in part for a stewardship grant program, in which 501(c)(3) nonprofit organizations can apply for and receive grant-in-aid funding for stewardship projects directly related to public safety maintenance and preservation of lands and easements acquired using the Preservation Fund; and WHEREAS, Kohanaiki ‘Ohana is a 501(c)(3) nonprofit organization whose mission is to enrich the social understanding and appreciation of Hawai‘i’s native culture and environments and to protect the natural and cultural resources and historic treasures along the Kohanaiki and ‘O‘oma coastline on the west coast of Hawai‘i Island; and WHEREAS, Kohanaiki ‘Ohana applied for a Maintenance Fund stewardship grant to maintain a healthy stewardship of the land identified by Tax Map Key No. (3) 7-3-009:004, also known as ‘O‘oma Beach, which is situated in the district of North Kona and was acquired using the Preservation Fund as authorized by Resolution No. 276-12; and WHEREAS, pursuant to Section 2-217 of the Hawai‘i County Code 1983 (2016 Edition, as amended), the Public Access, Open Space, and Natural Resources Preservation Commission, during its meeting on September 11, 2023, recommended that this stewardship grant be awarded; and WHEREAS, funds awarded by this stewardship grant will be used to remove invasive plant species, re-establish native host plants and strand vegetation, and support coastal maintenance activities, including beach clean-ups; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that, in accordance with Section 10-16(h) of the Charter, a stewardship grant is hereby awarded to Kohanaiki ‘Ohana in the amount of $41,400 out of and from the Public Access, Open Space, and Natural Resources Preservation Maintenance Fund and for the purposes hereinabove described. BE IT FURTHER RESOLVED that the Director of Finance is hereby authorized and directed to make necessary payments or expenditures in accordance with the terms of this resolution.
