Your Committee on Legislative Approvals and Acquisitions, to which was referred Bill No. 219, reports
as follows:
Bill No. 219, transmitted by Mayor Mitchell D. Roth, via Communication No. 1110, dated
September 30,2024, Amends Section 25-8-22 (Puna District Zone Map), Article 8, Chapter 25
(Zoning Code) of the Hawai`i County Code 1983 (2016 Edition, as amended), by changing the
district classification from Agricultural—20 Acres (A-20a) to Family-Agricultural— 1 Acre (FA-1 a),
Kea'au, Puna, Hawai`i, covered by Tax Map Key: 1-6-003:081 and 129 (Applicant: Graphic Images
Hawai`i, Inc.) (Area: 26.762 Acres)
The Windward Planning Commission forwards its favorable recommendation for this change of zone
request, which would allow the applicant to subdivide the property into 23 lots. The property is
located at 16-790 Kea'au-Pahoa Road.
Deputy Planning Director Jeff Darrow, Consultant Daryn Arai, and Graphic Images Hawai`i, Inc.
Representative Laurie Higashi were in attendance. Mr. Arai gave an overview of the project which is
a 23 lot subdivision outside of the Kea'au Town Village Center.
This bill was amended with the contents of Communication No. 1110.2, as requested by Planning
Director Zendo Kern and introduced by Mr. Inaba. The amendment reflected the newest fair share
rates based on changes to the Honolulu Consumer Price Index, which were updated between the time
that the background and recommendation reports were distributed to the Commission and the time
they heard the application and made their recommendation to the County Council.
Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and intent
of Bill No. 219, as amended to Draft 2, and recommends its passage on first reading.
