Your Committee on Legislative Approvals and Acquisitions, to which was referred Bill No. 220, reports
as follows:
Bill No. 220, transmitted by Mayor Mitchell D. Roth, via Communication No. 1123, dated
October 10, 2024, Amends Section 25-8-6 (Kailua-Honalo Urban Zone Map),Article 8, Chapter. 25
(Zoning Code) of the Hawai`i County Code 1983 (2016 Edition, as amended),by changing the district
classification from Single-Family Residential— 10,000 square feet(RS-10) to Neighborhood
Commercial— 10,000 square feet (CN-10) at Holualoa,North Kona,Hawai`i, covered by Tax Map

The Leeward Planning Commission forwards its favorable recommendation for this change of zone
request, which would allow the applicant to expand services at the existing medical facility. The
property is located at 77-311 Sunset Drive.
Deputy Planning Director Jeff Darrow and Consultant Daryn Arai were in attendance. Applicant
Dr. Loi Chang-Stroman attended via Zoom. Mr. Arai gave an overview of the project and
Dr. Chang-Stroman briefly explained his reasons for this rezone request.
Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and intent of
Bill No. 220, and recommends its passage on first reading.
