COUNTY OF HAWAI`I <br />STATE OF HAWAI`I <br />RESOLUTION NO. 722 24 <br />A RESOLUTION AWARDING A PUBLIC ACCESS, OPEN SPACE, AND NATURAL <br />RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO <br />ALA KAHAKAI TRAIL ASSOCIATION. <br />WHEREAS, Section 10-15 of the Charter of the County of Hawaii (hereinafter <br />"Charter") provides for a Public Access, Open Space, and Natural Resources Preservation Fund <br />(hereinafter "Preservation Fund") to acquire lands and casements within the County for public <br />outdoor recreation, education, the preservation of land and coastal areas, and the protection of <br />natural resources; and <br />WHEREAS, Section 10-16 of the Charter establishes a Public Access, Open Space, and <br />Natural Resources Preservation Maintenance Fund (hereinafter "Maintenance Fund") to be used <br />in part for a stewardship grant program, in which 501(c)(3) nonprofit organizations can apply for <br />and receive giant -in -aid funding for stewardship projects directly related to public safety <br />maintenance and preservation of lands and eascments acquired using the Preservation Fund; and <br />WHEREAS, Ala Kahakai Trail Association is a 501(c)(3) nonprofit organization whose <br />mission is to support and guide a community -managed trail that honors those who came before <br />and perpetuates for those to follow with protocols and respect for Hawai`i's past, present, and <br />fixture; and <br />WHEREAS, Ala Kahakai Trail Association applied for a Maintenance Fund stewardship <br />grant to maintain a healthy stewardship of the lands identified by Tax Map Key Nos. (3) 9-5- <br />011:001, 004, 005, 006, and 9-5-012:001; No. (3) 9-5-007:016; and Nos. (3) 9-4-001:008, 009, <br />016, 017, and 023, also known respectively as Kaunanlano, Waikapuna, and Kiolaka`a, which <br />are all situated in the district of Ka`u and for which conservation easements were acquired using <br />the Preservation Fund as respectively authorized by Resolution Nos. 351-14, Draft 2, 650-19, <br />and 161-21; and <br />WHEREAS, pursuant to Section 2-217 of the Hawaii County Code 1983 (2016 Edition, <br />as amended), the Public Access, Open Space, and Natural Resources Preservation Commission, <br />during its meeting on September 11, 2023, recommended that this stewardship grant be awarded; <br />and <br />WHEREAS, funds awarded by this stewardship grant will be used to hire contractors <br />and a community intern to assist with public safety, maintenance, and preservation efforts in <br />alignment with the community resource management plan, provide waste disposal and sanitation <br />services, and procure and install a storage container and fencing to securely store equipment used <br />for conservation activities; now, therefore, <br />
