RESOLUTION NO. 725 24
A RESOLUTION AWARDING A PUBLIC ACCESS, OPEN SPACE, AND NATURAL
RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO
FRIENDS OF AMY B. H. GR +'ENWELL ETHNOBOTANICAL GARDEN.
WHEREAS, Section 10-15 of the Charter of the County of Hawaii (hereinafter
"Charter") provides for a Public Access, Open Space, and Natural Resources Preservation Fund
(hereinafter "Preservation Fund") to acquire lands and easements within the County for public
outdoor recreation, education, the preservation of land and coastal areas, and the protection of
natural resources; and
WHEREAS, Section 10-16 of the Charter establishes a Public Access, Open Space, and
Natural Resources Preservation Maintenance Fund (hereinafter "Maintenance Fund") to be used
in part for a stewardship grant program, in which 501(c)(3) nonprofit organizations can apply for
and receive grant-in-aid funding for stewardship projects directly related to public safety
maintenance and preservation of lands and easements acquired using the Preservation Fund; and
WHEREAS, Friends of Amy B. H. Greenwell Ethnobotanical Garden is a 501(c)(3)
nonprofit organization whose mission is to preserve, conserve, and provide opportunities for
research, education, and enjoyment of native botanical and cultural resources; and
WHEREAS, Friends of Amy B. H. Greenwell Etluiobotanical Garden applied for a
Maintenance Fund stewardship grant to maintain a healthy stewardship of the land identified by
Tax Map Key Nos. (3) 8-2-013:002, 003, 014; 8-2-014:043; and 8-2-015:059, also known as the
Amy B. H. Greenwell Ethnobotanical Garden, which is situated in the district of South Kona and
for which a conservation easement was acquired using the Preservation Fund as authorized by
Resolution No. 155-19; and
WHEREAS, pursuant to Section 2-217 of the Hawaii County Code 1983 (2016 Edition,
as amended), the Public Access, Open Space, and Natural Resources Preservation Commission,
during its meeting on September 11, 2023, recommended that this stewardship grant be awarded;
and
WHEREAS, funds awarded by this stewardship grant will be used to preserve native
plant species, repair and Maintain security and storage facilities, and educate the community and
visiting public on the area's natural and cultural resources; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI°I that, in
accordance with Section 10-16(h) of the Charter, a stewardship grant is hereby awarded to
Friends of Amy B. H. Greenwell Ethnobotanical Garden in the amount of $223,200 out of and
from the Public Access, Open Space, and Natural Resources Preservation Maintenance Fund and
for the purposes hereinabove described.
BE IT FURTHER RESOLVED that the Director of Finance is hereby authorized and
directed to make necessary payments or expenditures in accordance with the terms of this
resolution.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Finance.
