Your Committee on Governmental Operations and External Affairs,to which was referred
Communication No. 1143, reports as follows:
Communication No. 1143,transmitted by Mayor Mitchell D. Roth, dated October 21, 2024,
requests the Council's review and confirmation of the nomination of Gary "Gigi"Napolean to
the Police Commission.
Executive Assistant to the Mayor Pomaika`i Bartolome was present in the Hilo Chambers to
introduce Mr.Napolean, who was also present in the Hilo Chambers.
Several members spoke in favor of the appointment.
Pursuant to Article VII, Chapter 2, Section 7-2.2 of the Hawai`i County Charter, members of the
Police Commission shall be appointed by the Mayor and confirmed by the Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 1143, and recommends confirmation of the appointment of
Gary"Gigi"Napolean to the Police Commission.
