Your Committee on Governmental Operations and External Affairs,to which was referred
Resolution No. 691-24, reports as follows:
Resolution No. 691-24, introduced by Council Member Jennifer Kagiwada via Communication
No. 1126, dated October 18, 2024, urges the Hawai`i Housing Finance and Development
Corporation and the Planning Director to approve the Ka Lei Momi Lanakila Homes Affordable
Housing Project, located on an 8.65-acre portion of the property identified by Tax Map Key
No. 2-4-028:007 in Hilo, Hawai`i, subject to the Ninth Proclamation relating to affordable
housing issued by Governor of the State of Hawai`i.
The Hawai`i Public Housing Authority propose to construct 22 two-story buildings to provide
257 affordable housing units to households earning 60 percent or less of the area median income.
Chris Deuchar and Sam Arico of the Ka Lei Momi Lanakila Homes Affordable Housing Project
were present in the Hilo Chambers to provide details of the project by way of a presentation.
Hawai`i County Office of Housing and Community Development Administrator Susan Kunz and
Hawai`i County Planning Department Deputy Director Jeffery Darrow were present in the Hilo
Chambers to reiterate the County's support of the project.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 691-24, and recommends its adoption.
